BlackCat Rail Data Management System® 

The BlackCat Rail Data Management System®  is an internet based system which allows for access and specific edit capability for a variety of users including railroads, state DOTs, the FRA contractors, and consultants.  The program is intuitive and easy-to-use. 

Below is a brief description of the system by section.

Crossing Inventory:  All FRA required information is included.  Items include location, ownership data, and crossing latitude/ longitude coordinates for mapping.  Also included are:

  • Railroad, road, vicinity, gates, signals, and signs
  • Traffic data, crossing statistics and incident tracking
  • Gaming module that allows users to alter variables to calculate the safety index of "what if" scenarios
  • Comments for FRA submittals
  • Photo library and archiving
  • Crossing field review

FRA Submittal:  State DOTs and railroads are able to enter crossing data changes and upload directly to the FRA.

Statistics:  Crossing statistics can be viewed in graphical form for comparison across multiple years.

Projects:  Dollars obligated, project descriptions and estimates, and drawdown data are tracked.

Library:  Easy access to all crossing documents.  Historic railroad agreements are stored in the library with dates and contract types. The Library is linked to the project tab for auto-selection of the correct contract documents and dates for new projects.  Change orders and new agreements are generated based on the type of new project, the roadway ownership and maintenance responsibility and historic/master agreement dates are auto-filled for quick and accurate project management.

Reports:  Pre-formatted ready reports, include common forms such as the Diagnostic Crossing Report, Americans with Disabilities Act (ADA) Review Report, Crossing Statistics Report, and the U.S. DOT Crossing Inventory Form.  Batch loading capabilities allow for simplified updating of information that applies to multiple crossings.
